I filled out another compliant form on the green log books. My name and some others were written the other night but many were not as I stood outside watching. A guard was supervisor and he said they are told to write everyone's name. He said that several times. I told him that may be the instruction but that is not taking place. I then told him what I saw and what I see every day. I told him I did not buy a unit to be tracked like an animal. I asked if anyone gave an order to monitor me or anyone else. I asked if it had to do with the blog. Of course he said no.
An off/on resident who watches a sibling's unit said perhaps they write down those who they do not like and do not write down those they like. We have not heard a reason for this and have not witnessed this in other condominium buildings.

I do not feel our property and our persons are safe given the current security conditions in the building.

The day before yesterday I entered PE1 which has not been working for many months. I was going up and after pressing the button the doors attempted to close a few times. I finally had to push the doors together and then the elevator went up. These elevators were and are crap. The elevators and all that is a part of them and the physical structure of the shafts of the building need complete inspection & examination. What is going with this entire matter since the beginning? Can they ever be fixed and run as they should have since turnover? Is there something that has not been exposed for full transparency to the "members" of the Soho Central Condominium Corporation? After the 21st floor tiles bubbled at the elevator lobby area, I heard a conversation on the building and what had taken place in another building regarding their elevators and the structure of the building. How serious is this matter?

This term and concept seems to be missing in the procedures for a work permit. Part of the process needs NOTIFICATION. This is especially true when seemingly unending hammering is to take place during the day of work. This would allow for other Unit Owners to make alternative plans or prepare themselves. Why this is not done as a routine I do not know.

I would suggest other Unit Owners monitor and possibly file a written complaint if you notice yourself and not all others being placed in the green log books.  I wrote out a complaint form, I saw others walk in and out and the guard at the door did not write their names. I asked if they were Owners and the guard I was speaking with was not sure. More people walked by and I asked again questioning that none of those we were seeing were Unit Owners? I told him I did not want to be tracked.
Then I left and came back and saw the person I spoke with stating to him that I am not an animal to be tracked. I questioned whether or not ALL Unit Owners had their names placed in those green log books.
We had a serious problem with this in the past. I do not know why it has once again started. This is not safe with our being tracked and whether we are in the units or have left the building and are now outside walking about. This is not safe. If something happens to us or our units, who will be responsible?
I would suggest that all Unit Owners escort their guests entering and leaving the building.
I am being tracked and I do not feel safe in and now do not feel safe outside the building after leaving.

These are among the tasks we expect the first elected Board of Directors to engage in and report on and to have open records for Unit Owners (“members”) as required in the corporate code. Please suggest additions.  Unit Owners (“members”) are to be allowed to witness all meetings.

* Audit accounting – as some posts have shown there are still old matters not understood and a review from a CPA on audited financial statements showed concern


* Examine all contracts – contracts for each service from the beginning to be copied and placed in a binder for easy access to Unit Owners



* Audit building construction


* Examine all unit files and list contents on sheet of paper as a log for each file

* Examine all corporate files and documents

* Examine all common areas of the building – this would include all cabinets, closets, rooms, etc.

* Copy all Board & Committee meeting minutes and resolutions for viewing in a binder

* Copy all Rules for viewing

* Audit all BIR matters such as VAT and official receipts from the beginning

* Examine and discuss daily, weekly, monthly and yearly cleaning needs

* Examine and discuss security, work done on CCTV and other security matters

* There were systems or other parts of the building that were approved and signed for and a complete list with those as well as details as complete backup for a binder needs to be created for full transparency for Unit Owners ("members").  The elevators are an example of a system not transferred to the Soho Central Condominium Corporation. The intercom, I believe, has also not been transferred.  But the full and complete details for all these need examination and exposure.

RE:  Second Amendment to the Soho Central Condominium Master Deed

Dear Lawyers,

We are unit owners at Soho Central Condominium in the area of Greenfield District in Mandaluyong.  While there had been rumors about connections being made to our building by breaching the walls to Twin Oaks condominium via some agreement in the past, no unit owner we know ever saw a copy of such an agreement or the Second Amendment to the Master Deed which we had to get copies since none were distributed.  

We only found out about the Second Amendment’s existence by a letter distributed to all mailboxes in the building regarding an Annotation to the Second Amendment this year.  You may view that letter at this link:

We were never shown the second amendment prior to turnover and no unit owner since then was shown this document up until our discovery.  The lack of transparency for buyers and unit owners is now a concern for a document we view with sadness given that is was not shown or fully explained.

There was no mention at this year’s attempted Annual Meeting about this amendment even though someone on the Board must have known.

Was any buyer prior to turnover in 2009 told about or shown this second amendment?  We are not aware of any.

The following link is to the document obtained from HLURB with various papers.  There are also no reasons for approval by HLURB.  If that agency needs to approve, what are the reasons?

Turnover was in May/June 2009 and it took until November 7, 2012 for the transfer of title to take place.
